Debt relief and aid can lift millions out of poverty. Aid levels are rising, and many countries have had large portions of their debts cancelled. But quality matters as well as quantity - aid and debt relief can often have harmful conditions attached and many wealthy countries are not meeting their promises on delivering overseas aid.
