In April 2005 with the support of DFID, SCIAF began HIV/AIDS Advocacy programme which aims to increase the ability of SCIAF's partner organisations and their primary stakeholders to engage in effective HIV/AIDS advocacy, nationally and via church networks on their identified priorities.
The specific objective of the programme is to enable partners, their representatives and stakeholders to develop lobbying skills and subsequently to plan and implement their own advocacy agenda.
The Guide to Developing an HIV/AIDS Advocacy Strategy/Proposal emerges out of a workshop held as part of the HIV/AIDS Advocacy Programme in Kampala in November 2006. A lot of learning took place at the workshop on the process of developing an advocacy strategy and it was decided that the best way to capture the learning would be to write this guide. Comments made by workshop participants on each stage of developing the strategies/proposals are included. SCIAF has also produced a newsletter which covers other learning points from the Kampala workshop and another guide which looks at how to plan an HIV/AIDS Prevention Programme and evaluate its success.
