Guide to planning an HIV/AIDS prevention programme and to evaluating its success

This document emerged out of a request from partner organisations for a toolkit to help in assessing the impact of HIV/AIDS prevention and behavioural change programmes. The toolkit has been written primarily for:

  1. Partners who are just starting out on an HIV/AIDS Prevention Programme
  2. Community organisations which work with SCIAF partners which may not have the same level of experience and knowledge as the partner organisations themselves.

The toolkit consists of four main sections. The first two sections have advice on how to go about starting a programme, the second two look at how to evaluate the programme's impact. Section four is a questionnaire which can be used before the programme begins to find out about people's level of knowledge, their opinions, attitudes and behaviour; to help measure to what extent these change after completing the programme; and to help guide decisions regarding any changes that may need to be made.
